Thank you, June and everyone else. Very helpful to know what others have experienced. He saw the pulmonologist, who referred him to a cardiologist. He is scheduled now for a cardiology workup. The foot swelling definitely responds to elevating.

If hubby isnt having labored breatheing or more short of breath than usual or having no pain ,a trip to the ER may not be needed. You should definitely call a dr. These sound more heart related or kidney related to me. If you dont have a cardiologist, you might ask his pulmonologist for a referral to one. Hope this helps.
Ps: I now see it is after the weekend now. Let us know what you did.

I am always short of breath and my whole foot will turn purple if I sit to long. I got a footstool to keep my feet up and that helps a lot.
